Let me make sure I understand. Your mother has broken a law(s), has been proven guilty, has jail time to serve, and you now want to perhaps break the law again by hiding her money? Protect the asset? Assets are used to take care of debts. Her $65 per day is her debt and she should be paying for it.

I don't understand how you could even think of trying to hide her pension when she has this debt? Obviously it's time for her to start being responsible and do the right thing.
