What is the name of your state? florida
If a creditor issues you a 1099C and your only income is social security, you own a house, and you have a car you are financing, can you file a 982 and claim insolvency?

Does having a home in Fl. exclude you from claiming to be insolvent? Any input would be appreciated.

The computation of the allowable excluded amount is determined by your net worth. Your other real estate holdings will affect that. If you have a lot of equity in the FL home, you won't qualify for the exclusion.
How much is the house and any other assets you have worth? How much is debt do you have? What was the amount on the 1099C?
