right to medical records?

AS a non-custodial parent do I have a write to get a copy of my childrens medical records? Case involes ets and my kids health. ex keeps saying seasonal allergies. Brought kids to doc this weekend and she said that the pulmanary specialist kids went to said most likely ets because test indicate no allergies. Specialist advised strict avoidance of ets for kids. Not excactly what the ex has been telling me. Mainly doesn't want to tell her mom who lives with them to stop- real codependent on each other- her mom smokes 4 packs a day at home
