I am in KY, Lousiville. If i have a judgment from small claims (under $1500) can i assign it to a judgment recovery specialist for them to garnishee wages on the judgment debtor?

With due respect to BL, the reference is informative, but I don't think that it answers your specific question.
Yes, you can. However, the reference makes it clear that garnishment is not that complex a procedure and, if you know there are wages to be had, it is difficult to understand why you wouldn't do at least that much yourself. No collection specialist is going to work for free.
