What option does a 16 year old have in the State of Florida if he wishes to come live with another person of which is not his biological parent.

He is not being physically abused but he doesn't receive any emotional comfort from his parents. It's not a very good legal point but his family relations at home are non-existent.

I don't think his parents would sign emancipation papers... does he have any other options?

Waiting till he is 18 and move out. That is his only option.
