I have a photo that I took myself of a child. Can I sell drawings made from this picture without the permission of the child or parent?

No -- misappropriation of personality.

To get permission, ask. IF yes, get an agreement in place (license or something). If no (i.e. dont know child/mom), then go ahead. Likelihood of getting caught very minimal. When you do get caught, pay them percentage, citing couldn't find them. I don't advocate this, but it is done very commonly.
