What is the name of your state? IL

I'm in IL cook county but person who I'd like to sue is in Arkansas. do I have to go to Arkansas to file a small claims or can i do it here in IL? If it helps, she owns a store and I bought something that she never delivered. Thank you in advance.

An Illinois judgment is worthless in Arkansas. You would then have to Arkansas to domesticate that judgment. It would be easier to get one from Arkansas from the start.
