Conspiracy charges

I need advice on a situation involving my husband. This is a federal charge of conspiracy with an intent to manufacture Methamphetamine. Help! I am wanting to see if he can get off with a lesser charge. He hasn't been convicted of any other related charges, how do you go about proving that it is simply a drug addiction and nothing more than that? Can he possibly get a chance at a rehab.? Will he not have a chance to clean up his act since this is his first time of ever being in trouble and it is federal? This happened in the state of Texas. Any advice is greatly appreciated.
