What is the name of your state? PA

This is related to another post I recently submitted..

My son's father may be voluntarily signing off his parental rights..

If he does..my husband would like to adopt my 4 year old.

Two questions..

In the state of PA...Could my son's grandparents file for grandparent rights/visitation if the father signs of parental rights...Also, how long do my husband and I have to be married before he would be able to adopt my son.

Thanks for any advice!
