If the police are called during an argument,can the state press charges dispite the wishes of the person who initially phoned them and if the arresting officers 'tailor' their reports to fit the allegations,what can be done to expose these falsehoods in their reports.

Depends entirely on the charges. For example, if the charge is 'Spousal Abuse', in most states the police do NOT need the permission of the abused in order to press charges. In fact, the police officer himself could be reprimanded (and possibly charged) if he doesn't make an arrest if there is evidence of the abuse.

As for the falsehoods, it should all come out in trial. Further, you could consider filing a complaint with the Police department if you feel that an officer falsified a report.
