Former landlord garnishing pay

A former landlord (in TN) is garnishing my pay for back rent. I stopped paying rent when they refused to fix a leak in my apartment. What I need to know is: Did I have a right to stop payment? Do they have a right to garnish my pay without notifying me? Can I recover the money they've garnished?
