What is the name of your state? North Carolina

A storm hit the area in which I live and one of my neighbors storage unit blew apart. Part of his/her unit blew into our yard and damaged the side of one of our vehicles. This particular vehicle doesn't have comprehensive coverage therefore, the auto insurance will not pay for the damages. I was told that my neighbors home owners insurance should pay. I brought this to the attention of the neighbor and his/her response was that he/she wasn't responsible at all for the damages to my vehicle.

Who is responsible?
