What is the name of your state? Washington.

My wife and I are about to do our will and want to set up a joint guardianship for our children with a sister and a cousin. how does this work and what steps do we need to take?

I have NEVER seen a joint guardianship work.

Try it if sis and cuz are not like everyone else and could do it successfully.

Also (since human beings are not property), if you put this in your will, the court does not have to follow your directions.
