What is the name of your state? New York

I am acting pro se and need to subpoena the records of a non-party to a civil action in Supreme Court currently pre-trial.

I am reading conflicting information if I need a judge to order the subpoena, or if I can just issue the subpoena acting as my own attorney.

To save time, the same question applies if I subpoena the records of the parties.

You are not an officer of the court, so you cannot issue a subpoena on your own. However, the clerk will give you some signed subpoenas for you to fill in if you ask. I suppose there are some jurisdictions where the court actually has to approve, but that is rare.
