RE: Tax Yr 1999. I e-filed my Return through a transmitter provider not a preparer. ( I used their form on my pc to see what my refund would be. I didn't realize I submitted it). Reguardless I didn't send Form 8435-OL or use any PIN. I DID NOT SIGN MY RETURN! I've called IRS several times, because my refund was offset by the Treasury for a default loan. I called US DEPT OF ED. they are setting up payments for me due to hardship, and not requiring any futher offset. Also told me this is a situation with IRS and not them. I called back IRS who reffered me to the Advocate service. I talked to three different people three different times. They all said the same thing "Sometimes it wise to seek the advice of an attorney". I really need some guidance and worthy advice. Thank You! TEXAS
