Hello,
Would you kindly please tell me the appropriate action to take in regards to a company that I work for not paying employee taxes, and, they own a sister company that they are running without a business license?
Who do I report them to? What legal action can I take? Thank you.

You seem out to "get" the company you work for. I suggest that if you think they are intentionally breaking the law, and that violates your views of morality, you would not want to work there and you should quit.

Failing to withhold and then pay payroll taxes is illegal and the business and its owners and officers are personally liable for any failure to comply.

If you think just perhaps they may not be aware of the law, or unaware of how to comply, why not tell them? It's certainly better than bringing in the authorities.

As for the lack of a business license, in many locales a business license is not even necessary, and in others, many firms are exempt, depending on the nature of the activities.

But you seem out to bite the hand that is feeding you, and that disturbs me.
