What is the name of your state? Minnesota
My divorce decree states that marital debt is to be divided 50/50. This leaves my ex owing me $4,500.00. The decree does not state anything regarding how or when I will get paid. Can I file in conciliation court to try and get my money?What is the name of your state?

If it states nothing as to how you will be paid, then you agreed to a really BAD property settlement agreement. Perhaps even a worse than bad agreement if it didn't spell out the debts.
