What is the name of your state? California

I was sitting outside in my fenced in backyard with my dog and my neighbors had a few people over, along with two of their own dogs.

Without my permission or any knowledge of it, the neighbors pulled back two panes in the fence to let my dog through into their yard to play with their dogs. After a minute or so, I hear yelping and apparently my dog did damage to the other dog's ear, requiring them to go to the vet.

Now they are trying to get me to pay the $800 vet bill. Am I responsible for paying this?

Your dog was on their property. Unless you can prove that they let it into their yard, you don't have much of a case. You can always let your home owners insurance take care of it or you can fight it and hope the judge believes you that they let your dog out. But the judge will probably ask you how do you know they let it in? If you saw it, why didn't you say anything and get your dog back? If you didn't see it then how do you know the dog didn't go over on its own? You'll most likely loose. I'd either just pay it or like I said, have your home owners insurance take care of it if your policy covers dog bites. In california because of problems with Pitbulls, most insurance policies don't.
