What is the name of your state? Georgia

I am 17 and was adopted. I want to move out and move in with my biological mother. my parents say its ok as long as they are no longer held legally responsible for me but thats the only way they will allow it. How can I do this? Or can I just leave without their consent?

Since they will still be legally responsible till you are 18, and since their permission is based on their no longer being legally responsible for you, I guess you'll just have to wait until you turn 18, right?
