What is the name of your state? Idaho

I have a question for a friend of mine. Shes 16 and is currently dating a 18 year old guy. What exactly are they entitled to romantically? Can they have intercourse? If not is it because they need parental permission or because its against the law? Can they kiss without parents consent? That type of stuff.
