I've been separated from my husband for about 4 years. I really want to finish with all the paperwork and put the whole ugly thing behind me, but he refuses to cooperate and I've been stuck for a long time. I do not have a lot of money to spend on legal expenses and was wondering what steps I could take in order to be able to finish with everything in the most "humane" (quick, relatively inexpensive, not full of drama) possible fashion.

You're going to have to file for divorce. In principle, it can be done without an attorney, but my own personal (not legal) opinion is that there are few circumstances where this makes sense.

I would suggest talking with an attorney - the first visit is often free. He/she can help you to understand how to proceed.
