Borough vs community baseball team

For the past 60 years, a community baseball team has been playing on property that was donated to the borough for the sole purpose of being used by the baseball team. Recently, some members of the community who have purchased property adjacent to the baseball field have begun complaining aobut baseballs in their yard and the occasional broken window, which have been replaced at the baseball team's expense. Subsequently, the borough, 28 days from teh beginning of the season, sent me, the manager, a contract for the use of the field. The contract requires us to purchase property insurance, and forces us to pay for any upgrades to the field that the borough feels necessary to protect property damaged by play or practice. My question is whether the past practice of the borough has set presidence that is currently being changed and how we can be held responsible for upgrading property that is owned by the borough.
