How do I begin a Federal Civil Action/Class Action?

Hi. Where do I find the law on filing lawsuits in NJ Federal District Court? I understand the process begins with a Notice to Sue/Notice of Claim within 90 days of knowing you are being violated. Do you advise to file the Notice but then immediately file the actual lawsuit because I could see where the defendant(s), knowing about your intent to sue, could cover up, tamper with witnesses, etc. if the actual lawsuit didn't immediately follow the Notice. Also, how do I make the lawsuit class action status?
