What is the name of your state? Pennsylvania.
My divorce contract states that my ex should sign over
my car after it is paid off. Contract also states that
she will have to pay for any attorney fees if taken to court.
Any suggestions??

Suggestions about what? You told us what your divorce decree said, but you didn't tell us why you told us what your divorce decree said.

Contacted GMAC and they said that the title had been sent to my ex.
However, my ex has denied receiving the title.
I hope this makes it more clear.

Maybe she didn't receive it. Maybe it is lost in the mail. Tell your ex to obtain a duplicate title to sign over to you.
