What is the name of your state? California
Does California law require mailing the Notice of Petition to Administer Estate to all family members as if the decedent died intestate ? My grandmother had 11 siblings,one of her brothers has 16 children and Alzheimers. Nobody knows the locations of all family members or even their names. This is potentially hundreds of mailings!! Are there alternatives?What is the name of your state?

Just the heirs at law. Since you are a descendant, this means that the siblings are not heirs at law. You will need to construct a family tree. See Probate Code Section 8110 and 6402.
