Can permanent property improvement costs be deducted anywhere on a tax form (maybe 1040 Schedule A)? For example, new fence, new patio, new siding, paint for house (interior and exterior), new carpet, new kitchen cabinets, etc.

If these expenses are for you home, you could add the expenses to the basis of the home, and thereby reduce any gain when you sell the home, but they would not be currently deductible.
