Both parents passing and no will

What is the name of your state? TX

My mother passed away March 14, 2008 and my dad April 18, 2008. There was no will and no one left "in charge". I need to begin to deal with everything and I don't know what to do. I am not even able to see what is in the bank account to try and deal with that. What can I do to be able to legally take care of their estate. They have nothing really but what they do have needs to be handled.
