My husband received a notice from a collection agency indicating that he owed $188 to the City of Lebanon Police Department in Tennessee. After calling the collection agency, they informed me that this was a charge related to a speeding ticket from 5/2002. My husband does not recall this moving violation and is not even sure if he was ever in Lebanon, TN. We have lived in California since 2001 and have never received a notice before. Are we obligated to pay? Thanks for the help!
