What is the name of your state? NY

My attorney has requested final payment for his services. There are several loose ends to that still have to be finalized. I think it's only appropiate to submit payment once everything is resolved. Isn't this the proper way to complete the transaction?

The only "proper" way to do it is according to the fee agreement you signed with the attorney.

The attorney may be afraid that one he/she ties up those loose ends, that you will no longer have an incentive to pay.

Yeah well, I say once the service is rendered, the attorney gets paid and not a minute before!!!

It's hard to imagine it being 'final payment' if there are still loose ends. For that to be true, you would have to have a fixed price contract - in which case, you pay when the contract says you pay.

OTOH, it may be a bill for the work done to date and you will later be billed for the small amount of remaining work. In that case, it's not unreasonable to pay for the work completed to date under whatever payment terms you agreed to.
