Warrent issued due to unpaid child support

What is the name of your state? CA

Actually a warrant is issued against a person due to unpaid child support. He might have escaped to Canada. He may try to come back in 1-2 years or may live in Canada and come to work in US everyday. He is currently Green Card holder and may be applying for citizenship in US soon.
I have the following question:

1. What type of warrant issued due to unpaid child support?
2. Is misdemeanor and felony warrants visible at port of entry?
3. Can somebody get citizenship while these warrants exist?
4. Can we find Passport number and/or GC number from dependents GC/VISA number?

Initially, they are charged with 270PC, failure to provide, a misdemeanor in the State of California

2. Is misdemeanor and felony warrants visible at port of entry?

No, we don't like criminals coming from another country. We have enough of our own.
