What is the name of your state? California

Sorry if this question has been addressed before; I didn't see a response to it.

I filed for divorce in CA, my STBEH (soon to be ex-husband) is currently in Washington DC. He does not live there, we are both CA residents. Can I have him served while he is in Washington, D.C.? Or must he be served in California?

Also, is there a time limit for serving the summons and petition? It was filed about 30 days ago and obviously, not yet served.
