What is the name of your state? DC

I have a judgment against someone in DC. I recently found out they have a bank account under their new business. Even though the judgment is against just him, will I still get access to any funds he has under this new business account since his name is listed on the account?

Second question, I believe he has a business partner, so there may be another name on the account. Will I still be able to access the funds?
