A police report was made for sexual molestation in Texas. Child Protective Services has determined that the abuse did indeed occur and charges are pending. Why is he still free?

Surely you meant this to be a rhetorical question, didn't you??? (Since NONE of us can answer it!)

If you are an 'interested party', you need to ask the DA or the CPS. If you have a 'right to know', they will tell you.
