An officer gave a ticket to an acquaintance of mine for violating the CA Seat Belt Law. He was wearing his sealt belt, only it was tucked under his arm, but the seat belt was still across his chest and buckled. The officer argued that since it was not over his shoulder, he was in violation of the law. Is there any part of the law that states that you have to have the seat belt over your shoulder?

Yes, the law states that you must wear the seat belt according to guidelines set by the manufacturer in accordance with safety. But hey, they can't increase the fine if you try to fight it, so as long as you're not gonna have to miss work over it, go ahead and go to court and try to fight it.
