We share an easement with 1 neighbor that is barely wide enough for an average size vehicle to pass through without hitting the fence lines on both sides. We are also located outside city limits. The teenage boys of our neighbors are constantly riding motorcycles (untagged), mini-bikes and go carts on this easement and on the local main roads. 2 of the 3 are also driving age. Quite often when the two boys come home, they will attempt to enter the easement as fast as they can trying to skid into the easement. My live in fiancee was almost hit after walking to the mailbox located on the main road. The local sheriff dept. said that nothing can be done if there are no witnesses or if they do not witness the reckless driving. Do we have grounds for any civil action? We are not seeking punitive damages; just an end to the behavior. The parents do condone the behaviour of the boys and have done nothing to put a stop to this behavior. These boys also have police records for drug trafficking, assault and battery, and domestic disturbances. Please advise. nhenn
