What is the name of your state (only U.S. law)? Hawaii
My son purchased a car and the seller agreed to hold the title untill the car was paid in full.
The check we sent came back, and the phone number we have is disconnected.
We know the address and phone number WAS valid because prior communications was established.
What can we do now? We don't have the title, we have the returned envelope showing no forwarding info is avaliable.
DMV wont help, give any info, issue a duplicate registration, or allow payment for renewal of taxes.
Registration renewal is comming up, and we can't even surrender the plates.
