Need help, sexual issue and harrassment

My brother had sex with a 17years old.. He's 22
We live in Hawaii.. They said legal age to have sex in hawaii is 16..
Is it true my brother is safe?

Now the problem is that the girl ran-away from their home; now her parents is harassing my brother, our family wants to file a restraining order.
But before we want to file a restraining order, we want to know if my brother will go to jail if they press charges because he had sex with 17..
Anyway the person harassing my brother is hanging out outside our house.

We need help, hopefully someone can help us about this issue.

Here's the other part of the story,
My brother said, she was the one who insisted to have sex, she literally force him to do it.. she claims she was 18..

And her running away from her home doesn't have any involvement with them having sex.
Her parents was just like blackmailing my brother now.
And he said it was a month ago that they did it

Is there any options that my family can take for just that man to stop harassing my brother.
And my brother has no contact at all with the girl since they had sex.
Her parents just pop out and wants something on our family

What can we do? Please give us any options
