What is the name of your state (only U.S. law)? CA

I purchased a new car from a dealer and traded in my old car with the contract. I provided the dealer with the signed pink slip on the old car. I sent the DMV a transfer of liability form for the old car. A year and one half later I receive a notice that the old car I traded in (same VIN number) will go through a lien sale from a towing company. In the notice I am shown as the last owner of record and possibly liable for costs not recovered from the lien sale. Dealer apparently never took title of my old car. What should I do?
