My question involves a consumer law issue in the State of: CT / KY

I would like to sell my car (reg in CT) to my sister's husband in KY. They want to make payments to me for the value of the car. I'm not interested in charging interest to them but I'm not comfortable signing my title over with a verbal agreement of monthly payments.

How would I go about documenting this agreement?

Can I have a lien on the title of the car until full payment is made like a bank? If so how would I do that?
