What is the name of your state (only U.S. law)? Pennsylvania

Hi, a co-worker needs a little help with a car that he was going to sell.

He was offered $1,000 for a car that he was selling, so he agreed to the price and the buyer gave him $600 down to hold the car until the seller found a new car. (the $1,000 car is his current and only mode of transportation). So the seller went to get financed for a new car and found out that he couldn't get financing a week after the fact and just told the buyer that he has to give him his money back because the car is not for sale since he can't get a new one right now. when the $600 was given, the seller signed a piece of paper that stated his name and the amount that was put as a down payment ($600.00) and that was it.

Now the buyer will not accept the money back and says that it is a legal contract. Is this true?

thanks!
