2 part question:
My dad died without a will. The property was exclusively in his name. I understand Texas is a Community Property State and the property would default to my mom. Is this correct?
If so, are there any legal forms that she needs to have filled out/filed to place the property in her name?

I do not know Texas law, but are you sure the proerty was theirs as community property, and not his separate property? Does every other child also want Mom to have it? If so it's easy but a consultation with a Texas lawyer till makes sense.
