how do i get a judge to enforce his own court orders? who is above county judge?

It is not up to the judge to enforce court orders. They can only hand down the order. It would then be up to you to use the services available to enforce the order. If you sued someone and won, you now have the authority to place liens on property, garnish wages and attach bank accounts. If you have a no contact order, it is up to your local law enforcement to enforce the order.
