Okay so I live in Ohio. In the United States.

My friend smokes and he is under the age of 18. He says that the smoking age is 16. Which he is 16. He said you have to be 18 to buy cigars but you can be 16 to smoke them in public legally. I told him it wasn't 16. Is that actually how the law is that you can smoke at the age of 16 but you have to be 18 years old to buy them? And he says he can smoke them if he is doing it on his lawn. Since it his property he can. Is that true?

My biggest concerns are, what are the risks/consequences if he gets caught by the police?

OHIO REVISED CODE: Forbids anyone under eighteen (18) years of age to purchase, attempt to purchase, possess, or usecigarettes, tobacco products or papers.
