How do I get a certified will?

What is the name of your state (only U.S. law)? Illinois

My mother passed in January, 1990. She left a will and divided her assets among my sister, brother, and myself. In Illinois, the state has a program called Cash Dash where assets are listed belonging to residents. If you can prove you are an heir, you wil be able to claim the assets. I saw her name in the list. Her will was never submitted to probate court although it was written by an attorney. I contacted Cash Dash and they told me I needed to submit a certified copy of her will. How do I get her will certified? What happens if I can't find a copy of it. (My sister is also deceased now.)
