What is the name of your state (only U.S. law)? Pennsyvania. How old does one have to be to move out without parental consent? Does an 18 year old have to complete high school before they are legally allowed to move out?

At 18 you can move out. If you can find a place to go, you cannot be forced back home. HOWEVER, you may not be able to continue in the same high school or be entitled to the same benefits that you have at your parent's house.
