17 year old left home, crossed state lines

In Virginia, our 17 year had snuck out, got caught, and instead of returning home, left the state with her sister.

Now, we are not necessarily opposed to allowing her to live there (less stress here, and she will be 18 in 9 months).

So, here are the questions:

1. Did her sister break the law?
2. What obligations do we continue to have for her (health care, etc)?
3. She has no drivers license (never got her official VA license), how will this inhibit her in GA?

Any other advice? As I said, we are not necessarily opposed to this arrangement as it makes for a less stressful environment for those still here. We would prefer for her to be here, but perhaps it is time for her to experience life on her own.
