Permit & Underage Drinking

What is the name of your state (only U.S. law)? PA

My son was charged with underage drinking at college in his dorm. He does not have his drivers license, but does have his permit. I know a license is suspended if he had one, but what about a permit? Any clarification of this issue would be much appreicated.

His learners permit would be also suspended (if he had one) and he will be unable to obtain one during the suspension time if he doesn't currently hold one.
