What is the name of your state (only U.S. law)? PA

I pleaded innocent through the mail, they have postponed the court date a few times and now it's more than a year later. Is there a limit of how long they can keep this going?
I live a few states away and now the new date is near the holidays which will be hard to take off from work.

Any info would be appreciated.

Thanks.
One more question, I read it's a summary offense. Does that go on a permanent record? Or should it ever affect a job application?
