What is the name of your state (only U.S. law)? Virginia
My friend lives in Virginia and the state of Tn. has a warrant for arrest for her but does not want to extadite her to Tn. ,Va. local police department doesn't want to put that in writing for her , what do you suggest that she does or rather what should she do?:confused:

She should go back to Tennessee to answer for the warrant. That's the only way for this to be done and over with. The warrant will not 'go away' on it's own and she's going to keep getting detained pending extradition response until she does go back.

No police agency will give her a written statement that a Tennessee police agency won't extradite her, in order for her to get out of being detained by a third agency at some later date. It could be that at some later date, Tennessee might decide they WILL extradite her.
 
What is the warent for? what are the charges and dates?
It may be possible to get a lot taken care through representation and over the phone....
