If you are arrested and allowed bail, can you bail yourself out by using your own atm card to pay the bail? if you can't, what happens if no-one will bail you out?

If the court will accept a credit card, than sure you can do it. If they will not, and you cannot get anyone to bail you out, than you would contact a bonding company and let them do it. You can surely find a bondsman who will take credit/atm cards.

so if someone from your family bailed you out does that mean their responsible if you don't show up to court? and so is the family member who bailed you out held responsible and if so what happens to them, do they get fined?

If you were bailed out by a bondsman the bondsman will come and find you or they are held responsible. If your family paid the court house then they don't get the money back they bonded you out with.
